In 1922, as Hong Kong's population surged, the government expanded the police force, recruiting a substantial number of tall, diligent individuals from Weihai, Shandong. By 1924, Weihai natives made up one-fifth of Hong Kong's entire police force. This marked the beginning of a profound, long-lasting connection between Shandong and Hong Kong, one that runs as deep as the Pearl River itself.
